In any country one would find such exemptions. For example, in Canada any federal building is exempt, even from complying with the building code, but NO government would dream of using such exemptions unless it’s a real state of emergency.

So under normal circumstances governments insist that the full process of permit application, including paying of all fees to the respective authority having jurisdiction, and compliance with all codes, is followed.

Abusing the exemption to erect a building that clearly violates any sense of respect to its historic context is despicable. Just another example of Labour’s callousness and high-handedness.
