The current form of question is a remnant of despotic times.

We have a right to know, so our members of parliament should DEMAND answers, in this manner:“Neħtieġ li l-ministru jinforma lil din il-kamra fuq ….” (“I need the minister to inform the house about…”) not “Jista’ l-ministru jgħid…”(“Can the minister tell …”).

The emphasis should be on the NEED of the house to be informed, not on whether the minister is willing or able to divulge the information.

This is how questions are put in a modern parliament:

Members of Parliament are not beggars, and ministers are there to serve the public.

I also understand that there is certain sensitive information which cannot be divulged.
