All the diligent work that the Commission headed by Mr Scicluna may undertake can be dismissed by Joseph Muscat, or one of his ministers, claiming that the national interest (which need not be spelled out) demands otherwise.

Mr Scicluna should heed advice given to me by a mutual friend of ours that a document may look good, “as long as it is in the hands of gentlemen”.

Through other contributions of his, Mr Scicluna has shown that he is fully aware that Malta’s administration is far from being in the hands of gentlemen at the moment.

Don’t be fooled into believing any of their excuses.

This all boils down to repaying debts made during the election campaign.

It has already been used legally at least once in the Legal Notice concerning the licensing and accreditation of universities in Malta (150/2015).

The term is being bandied about as if it were the latest fashion design. On yesterday’s TVM News I heard two ministers, Evarist and that nincompoop Mizzi, mentioning ‘the national interest’. Never mind the context because I wasn’t paying attention.

It is shameful that a corrupt government, conniving with fraudsters, can wreak so much havoc on such a venerable body.

In this onslaught the government chose to be fronted by an old man in his dotage who obviously does not have a clue about what a university really is.

He was the perfect choice, in retrospect.

It is a stooge appointment, which is different.

Martin Scicluna is the government’s stooge, witting or unwitting, on that commission.

He will do their bidding, but not before first having rationalised it to himself as his own will and decision.

That is exactly why they put him precisely there.

When he was appointed, I thought they had fobbed him off with a dud. But that was because I didn’t know at the time that they planned to lower the requirements for university licensing and that they had struck a deal already with a Jordanian camel-trader.

When those two pieces of news broke, and also the information that it was Scicluna who drafted the controversial legal notice, then it all made sense.
