Then it’s the consortium which must be held accountable.

My point is that irrespective of who supplied the concrete (that is interesting for other reasons) it is the contracted party which should be held liable.

On the other hand the person who signed off the building without making the necessary checks should also shoulder his part of the blame.

Too many people who are paid exactly for the purpose of ensuring such things do not happen do their job very shoddily and when things go belly up they hold their hands up and say it’s not my fault.

Again I’m no expert but all this requires is to collect a sample (at random without informing anyone) where the concrete is being poured and have it tested once it cures.

Maybe I’m talking rubbish but im sure these things are done on serious building sites.
