Don’t quite agree with you here. It is exceptionally pertinent to know who gave the order as that is the puppetmaster.

It is very important to know who the puppet master is as it reveals much about how the government functions.

I believe all communications officers and permanent secretaries were appointed by the prime minister’s office and not by their minister.
