					<description><![CDATA[I hate to break it to you, Kenneth, but prime ministers throughout the civilised world wait in traffic. If they don&#039;t want to wait in traffic, they use a bicycle (yes, they do).

Can you imagine the British prime minister shrieking through London gridlock with outriders chasing people out of the way? He would be pelted with eggs and torn to shreds in the media.

It&#039;s only Third-World dictators and quasi-dictators in the former Soviet states who behave that way.

Of course the prime minister should wait in traffic. This is a democracy.]]></description>

					<description><![CDATA[The other thing which is extremely odd is the use of the Maltese flag on the car used by the Prime Minister (or in this case the Prime Minister&#039;s car). 

My understanding is that the national flag should be flown on the car being used by a head of state or someone representing a head of state, such as an ambassador.  

It is for this reason, for instance, that the German ambassador to Malta flies the German flag on his car, as he is representing the German Republic and thus the German President, or the British High Commissioner flies the Union Flag, as he is representing Her Majesty&#039;s government. 


On the same basis Norman Hamilton flies the Maltese flag on his official car in the U.K. as he is representing the Republic of Malta as High Commissioner to the Court of St James.


The Prime Minister of a country does not usually fly the national flag when in his own country.  He does so usually only when travelling abroad.


The use of the Maltese flag by Premier Muscat seems to be another way of &quot;making the best of it&quot;.]]></description>
