Maria, THAT is the whole point of the story: that Stephen Caruana has not been placed under a bill of indictment, with the inquiry dragging on for six and a half years and not yet concluded, because the investigator/prosecutor was, until a few weeks ago, a business partner of Caruana’s father-in-law. Surely I couldn’t have spelled that out more clearly?

Six years are very long. So who is to blame for this?
