You remind me of a sign I saw at Dingli cliffs saying that you are not allowed to dump rubbish beyond the cliff edge.

Well, it’s a known fact that a lady goes there daily around 17.30 to feed those cats.

No authority ever seems to have gotten round to speaking to her about this daily errand.
