A kakistocracy does not make itself but happens when democratic mechanisms fail.

The press is one of those mechanisms.

For example a government which stinks can be made to smell of roses by a single headline:

Times of Malta, Thursday, October 22, 2015, 10:54
”Government saving €4m by delaying fuel price cuts”

Saving implies a good thing in the Maltese psyche, until you read between the lines and see that what is actually happening is that the government is OVERCHARGING motorists and inflating profits for itself.

There must have been some sort of reaction because some time later the headline was changed to:

Times of Malta, Thursday, October 22, 2015, 10:54
”Government pocketing €4m by delaying fuel price cuts”
