It was not a mistake: it was intentional.

The first release contained many more positive benefits then actually being dished out thus garnering a positive reaction from the Chamber and other distinctive associations.

The day after the budget, headlines were all about the positive impact, giving the government brownie points.

After re-reading the second version those organisations will either retract, confirm or adjust their assertions.

But in reality very few readers will bother about the second reaction and most will remember the first – and in months to come the government will quote the first reaction in its boasting.

This was an intentional marketing strategy.
