The issue is not so much that of the formal appointment of an ambassador (or a consul) but one of courtesy and respect towards the receiving country, whose view is crucial to such an appointment.

A nomination is a request for acceptance, and not waiting for this, is arrogant and harm is done.

Of course, an important question is “Who leaked the name of Mr Cuschieri as the government’s nominee for the post of Ambassador Plenipotentiary to Greece?”
