2) Can the government do this when it hasn’t declared a state of emergency?

3) Does the Maltese Constitution lay out the terms of the state of emergency?

4) If a state of emergency has not been declared (as in France), the owners’ constitutional rights are being violated. What happens if they refuse to comply? Daqqa ta’ lembuba, police harassment, or a night in a filthy cell?
