If he is questioned about this appointment, he can choose one of three answers.

1. He did not know Howard had been in the police force (as Joseph Muscat did not know Shiv Nair was black-listed by the World Bank).

2. He did not know that Howard had been boarded out.

3. He did not know the law (as Karmenu Vella did not know returning yachts had to go through Customs).

Ignorance is bliss. Just a rap on the wrist, don’t be naughty again and the whole thing is forgotten.

So under this government, someone declared to be permanently mentally unfit to serve as a police officer is fit to occupy a position of trust as a ministerial consultant.

It is no wonder that the administration under Muscat is in such a complete mess.
