A person born to an Italian mother and a French father is not &quot;mixed blood&quot; (both parents are European) or mixed race.

A person born to a European father and an African or Asian mother is.

This was because soldiers serving in Europe had different (less beneficial) conditions of pay and service than soldiers serving outside Europe (hardship postings).  Geographers had previously always classified Malta with Africa, so to avoid having to pay their soldiers at &#039;African deployment&#039; rates, they legislated to have Malta classified as part of Europe for the purpose of military service.]]></description>

Fenech is one of the few surnames that actually are Maltese rather than originating anywhere else.

An American Fenech is an American with Maltese ancestry. But a Fenech born in Algeria is Maltese: Maltin ta&#039; Bone (which gave us the surname Tabone).
