I have a strong inkling that the government was unable to guarantee security to the queen and therefore decided to play it safe and change venue and arrival times for the queen to thwart any plans.

They removed all the benches from St George’s Square, and they have dumped them unceremoniously in the right-hand courtyard (i.e., not the one where there is the statue of Neptune) of the Grandmaster’s Palace, near the armoury ticket-booth.
Furthermore, the official dinner could not be held in the grand hall at the palace, because it is currently housing Heritage Malta’s Great Siege anniversary exhibition.

The ceremony would have included the Queen and the Royal Family making an appearance in the balcony to get the cheers from the crowd.
