The man alights first only if he is the significant figure and his wife the appendage.

If his wife is the significant figure (in this case, a head of state), then she alights first and is met by the receiving party. He follows.

They were seated the wrong way round in the car – as they should have been seated in line with the original plan to alight in St George’s Square. That would have put the queen behind the driver and, coming down Republic Street, ready to exit first hear the entrance to the Palace.

The plans were changed at the last minute but somebody forgot to change the seating plan inside the car.

I know something about this subject, having been involved in the past on two occasions, in organising royal visits to Dublin and London.
