That building itself, and the warehouse beneath it, is illegal.

They stand on the starting point for rainwater flow which the British constructed to drain that side of the airfield into the valley below.

Those lodgings were built when Polidano constructed the Lufthansa Technik buildings.

Whenever Polidanohas a major contract, especially if it is a public contract, some other construction which has nothing to do with it is also built for his purposes, possibly with material and labour costs from the main contract.

The same goes for Montekristo Estates; it has been built piecemeal along with other contracts running at the time.

Of course the army and police ‘raid’ was a mise-en-scene … one of the most prominent photos hanging on Polidano’s office wall is of him and Joseph Muscat.

This is Muscat’s style of governance – the toleration of wrongdoing and illegalities. Occasionally it takes the form of active support for wrongdoing, like the provision of smart meters for the Armier illegal boathouses or the appointment of John Dalli as OPM consultant (complete with a photo opportunity for the media).
