Is there a voice in Muscat’s head telling him ”chin up” all the time?

What is the purpose of the permanent chin up pose, to look taller, reduce the double chin, minimize the visibility of his receding tresses, look at people down his nose, appear to have a stronger jaw?

I cannot figure it out.
