These are issues which must be on record because of the possibility of further action or a challenge.

This issue is separate from the inquiry, so the Speaker has no excuse not to produce the relevant evidence of the chain of events.

The Speaker would not, of course, have acted without recording each detail, as a Speaker should, especially being the straight arrow that he claims he is.
