Based on your advice, I propose to rephrase PD003 as follows:

Whereas the Muscat government,

(1) employed what we consider an excessive number of persons in “positions of trust”,

(2) misinterpreted the the term “position of trust” because of negligence, incompetence and/or sleaze,

(3) betrayed by its behaviour on this matter the people it was elected to govern;

Now therefore, we, the people of the Maltese Islands, hereby make the following demands of a future government:

(a) it shall NOT employ persons in “positions of trust” if not within the ministerial staff, that is, with the core staff employed by and working at the office of the minster in question, which office shall be physically situate within the one single and same premises as that hosting the relative ministry and its staff;

(b) under no circumstances shall such “positions of trust” exceed ten (10) in number at each ministry.

And there is the rub.

The PN should make it clear, that further down the line, when a person is found to having been employed illegally, his or her job mal-Gvern will be immediately terminated.

This is not just petty corruption, but grand larceny. And while it seems that the Prime Minister is happy to indulge his friends at the public’s expense, the Opposition should be making it clear that they will hold the Prime Minister and his band of thieves answerable for their actions.
