In reply to <a href="https://daphnecaruanagalizia.com/2016/01/hugo-chetcuti-is-selling-his-boat-for/#comment-3067023">pronoia</a>.

The commentator starts with saying that slavery has been abolished in Europe, but how would you call it if workers have been stripped of their passports, when they are forced to be kept in confinement, if they have to work long hours for a meagre salary, which they then are not even been allowed to keep. This is the situation for North Koreans in Malta, who have obtained a work permit on mysterious grounds. The salary owed to them goes to the state of North Korea and supports thus the dictatorship.

North Korean workers are kept under slave-like conditions in Malta. In an interview with former ambassador Noel Buttigieg Scicluna, he explained that when he was ambassador, he used to have weekly meetings with others to see who applied from where for a visa. This was done to detect which country was careless or too liberal in issuing visas. If necessary they could then make unannounced visits to the workplace to verify the situation. Then the system would be serious and there wouldn't be any exploitation.

The government admits that there are really 41 North Koreans working in Malta, with a visa and a work permit. There are not interested in knowing more than that. The journalist team found out that they are working with Leisure Clothing, managing director is Bin Han. Then there is an interview with the lawyer Kathrine Camilleri who describes their work conditions. She is legal representative for 9 Vietnamese and one Chinese worker. The report shows how they are being transported to their workplace where they have 14 hour shifts, 14 days in a row, without any contact to the outside world, for 75 Euros a month. Furthermore, they were totally in the hands of their boss as they had to hand in their passports. Kathrine Camilleri explains their terrible situation.

Malta is not the only case, the report continues, similar things happened in Poland two years ago where North Koreans were ironically employed among other at the Gdansk dry-docks for an even measlier salary. They have since vanished from the docks but it is unknown where they went. Economist Noland explains that this is how North Korea works worldwide, and that it is legal as they have the co-operation from other governments. They also operate via an employment agency that posts the Koreans around the globe in co-operation with the employment agencies in these countries. All legal.

Back to Malta the report shows their squalid living quarters. There is then an interview with Carmelo Abela, the reporters want to know why the government permits such an exploitation of the workers. Abela confirms that North Koreans are working in Malta, but he assures the reporters, that they enjoy the same rights and work conditions as the Maltese. He doesn't see a problem with that. Only when pressed, he concedes that with this particular company (Leisure Clothing) several things are not according to the rule. There is still a court case going on which is why he doesn't wish to comment about it. But they have passports, and after what he read in the newspaper (sic!) they had been taken from them. But he doesn't wish to comment about that at the moment.

Then at 5.43 there is a photo of Sai Mizzi with Bin Han and Konrad Mizzi. The report says that there are North Koreans not only in his company. United Nations estimate that there are around 1000 of them in Europe. Worldwide there are around 50 000 North Koreans exploited, bringing in urgently needed money for their government. Malta's social-democratic government does not want to comment on that.
