The answer is simple. I have it from good authority that Britain will be taking advice from the current Maltese government.

In Malta there seems to be a lot of specialists in organised crime. Here is a list of a few Maltese experts. Manuel Mallia, John Dalli, Konrad Mizzi, Joey Muscat etc.
