Obligation has nothing to do with it. Access does. The press and fellow parliamentarians have access to all income tax returns of Politically Exposed Persons (PEPs), including ambassadors as it happens, and with members of parliament, the access begins with the income tax return for the year BEFORE they entered parliament.
