Franco Debono has a lowish IQ. He struggles with concepts, struggles with words, and makes terrible decisions. He also struggled at university.

That would account for the huge significance in his life – still, at the age of 42 – of his Form 2C midyear report. It was a seminal moment and he’s fixed in that moment.

He’s not at all bright.

He is somebody who, under Roman Catholic Church rules, could be banned from marrying because of serious personality flaws that leave him unable to fulfill the responsibilities of marriage.
