Now why would he threaten on behalf of his chief of staff unless he knew it is true and he is involved.

Muscat sees Mintoff as his mentor. That’s why he was so animated during his funeral as if his father passed away. Mintoff was corrupt and surrounded himself with corrupt people.

Muscat doesn’t seem to actually understand that this behaviour is wrong and not the wsy to run a country.
