In reply to Michael Camilleri. He will have chosen anonymity and 35% tax at source. And in that case, the Maltese authorities can't demand his details as they will be receiving the tax instead.

Because the BVI has a cooperation agreement with the European Union under the Tax and Savings Directive. In return for anonymity, it will tax your loot at source at 35% and send 75% of that to the EU member state where you are domiciled. The alternative is that the authorities in the BVI give your details to the authorities in the EU member state where you are domiciled, but do not tax your loot and leave it to your home country to do it.
