I didn’t mention it because to me it is self-evident. If you are in charge of an organisation, the senior management is not permitted to do anything without consulting you first and getting prior clearance. In government this is even more the case, because government ministers, unlike managers in corporations, do not have a distinction between their private decisions and their public ones. Everything impacts on the government and the prime minister has to be informed of everything that goes on in his ministers’ lives – even their family situation.

In reply to RF. Yes, and his money was earned legitimately through his work as a plastic surgeon and the account was 'filled' before he joined the government. So it is a straightforward tax evasion case and not money-laundering, which is what we are looking at when a minister of the government and the prime minister's chief of staff open structures in Panama WHILE THEY ARE IN GOVERNMENT.

France’s former budget minister Jérôme Cahuzac had, for four months, protested his innocence regarding revelation by Mediapart that he hid his money in Switzerland, only to make a sensational public confession in April 2013, saying he did have the account, that he had defrauded the taxman and had been “caught in a spiral of lies” and lied to parliament.
Now undergoing trial.

While we are focusing on Panama, they are probably busy setting up secret companies in other jurisdictions, like the British Virgin Islands, which is favoured by Keith Schembri.
