No, it doesn’t actually. The whole point of that level of secrecy is that you have no intention of declaring it anyway. It’s not as though he was going to say ‘Hey, I didn’t have to declare it because it’s in my wife’s name.’ He didn’t want anyone to know about it at all, whether it was in his name or hers.
