Generally the known name is enough of a put off to go to court because, as initially with Jimmy Saville, the lesser known person thinks there is no chance of winning either and the police would have had difficulties understanding this sort of white collar crime in the past.

The only way these animals can be caught is by finding the patterns on how they hunt and then trapping them when they least expect it. It only takes a small bait to snare them.
