I think it is more along the lines of Muscat telling the other two to carry out his dirty business for him, so that any paper trail that may or may not exist would not involve him.

I think that’s why he is physically present with the two, but nothing on paper that reflects it.

Lalit Modi’s first visit to Malta was in 2014, shortly after he received temporary travel papers which he’d said he needed to be able to accompany his wife to Portugal for cancer treatment.

These people (Brian Tonna, Adrian) are all quite useful as visible targets. The strategy targets remain hidden in their connection with Keith.

Lalit Modi thanks Promotheus1000 as the “best expert” who “finally got [him] to come to Malta”.

Promotheus1000 (Adrian Hillman) tells Daphne he had met Lalit some years ago in London but had heard nothing from him over the past months.

There must have been some follow-up questions here, because ‘some months ago’ was summer 2015 and that’s when Lalit Modi came to Malta. Yet we are not told of Hillman’s involvement and instead she switches gear to Brian Tonna.
