The appointees have been either diehard Laburisti, key switchers, those who helped this government get elected, those who have some form of hold on Muscat or those over whom Muscat has some form of mysterious hold and so can be kept on a very tight leash.

Given what this government has been up to and what it has been hiding, it would be very naïve to expect Muscat to appoint someone who is likely to become a loose cannon and start biting the hand that feeds him.
