The fact that one of his Ministers and his Chief of Staff set up companies in secretive Panama and then hid them in a New Zealand trust is sufficient in itself to sack both of them. Not doing so immediately brings him under the same cloud of suspicion.

But then he says that he knew that Schembri had ‘foreign financial structures’ when he appointed him. So did he not care that these included companies in the also secretive BVI? Did he even bother to investigate what these ‘structures’ were?
