I think we’re speaking at cross purposes. The Police Commissioner does not take orders from the prime minister or even the Minister of the Interior on the matter of investigations. In other words, he can ignore anything they tell him in this regard, because he is not a subordinate to ministers or the prime minister. It follows from this that if he takes orders from them, it is purely because he wants to. The only thing they can do in reprisal is remove him, but they would be ill-advised to do that a second time and in any case, anybody who reaches that level of seniority already has 25 years of service under his belt and can leave on a full pension.

It is precisely because Police Commissioners are not obliged to take orders from the government on investigations – that they are, in fact, obliged NOT to do so – that this government has taken to appointing puppets.

You don’t have to be privy to any information. You can work it out from the separation of powers. The government can’t tell the Police Commissioner not to investigate, because it is not constitutionally empowered to do so. All it can do is remove him for investigating (as they did with Rizzo), but that would have been political suicide at this juncture. Any decision not to investigate would have been his alone, but now with masses of evidence mounting, he can’t avoid investigating, so instead he left. Basically, he walked away from the problem.

The honourable thing would have been doing the job he was appointed to do: to uphold the law, even if this came at huge personal loss. Resigning was dishonourable.

We are talking about a man appointed to high public office who has shirked his responsibilities, and gravely so.

He took an oath to serve, but didn’t.
