No, he does not have to either see or approve their declarations beforehand. Those declarations are made to parliament and not to the prime minister.

I remember at senior school our headmaster carried out spot-checks on all our notes. We weren’t told which set of notes of which subjects would be checked or when. All we knew was that once told we would have one week to produce them.

Therefore all our teachers made us all hand in all our notes to be checked, gaps in our notes pointed out, and rechecked beforehand. So when the headmaster did request our notes, we had them all ready and all we had to do was hand them in, and the one week to produce them was not really necessary because they were all handed in the next day.

Here’s a thought: If Muscat is accustomed to having his people draw up ‘draft declarations of assets’ then there should be no excuse for them coming in late because they are technically ready long before they are needed.

Unfortunately people have been misled to believe that a MINISTER having a DECLARED Panama company makes it a normal and legitimate thing since it is, in fact, declared. This is the result of sheep following the Prime Minister’s interpretation to cover his, and his colleagues’, wrongdoings.

Declaring it or not, a Panama company owned by a PEP is always wrong due to the single fact that Panama refuses cooperation with other countries as to what is held and maintained by its banks and financial companies.
