					<description><![CDATA[You have GOT to be joking. If there were no criminal activity involved, there would be no need for BRIAN TONNA to register a secret company in Panama to invoice another company owned in Malta by BRIAN TONNA for fees and commissions from the sale of passports.

He would simply work through his one official company - BT International Ltd - which is a registered agent.

I don&#039;t wish to sound offensive, but you have clearly not understood the contents of the post.

This structure was set up for just two purposes:

1. to hide earnings from the taxman (Brian Tonna&#039;s company in Malta is paid by the government/Henley, but then receives invoices from the BVI company which pay the money out again - to Brian Tonna, unbeknownst to the taxman here);

2. to conceal the number of Maltese passports actually being &#039;sold&#039; by Brian Tonna, a man with a desk at the Prime Minister&#039;s Office, by pretending they are all clients of this BVI company, which unbeknownst to the press and the authorities in Malta is owned by him too.

One thing which has not been highlighted is the following. When a minister is appointed it is admirable (where they have substantial wealth ie more then a house in &quot;London&quot;) that they place all their personal wealth in a trust to protect themselves from potential conflicts of interests and be seen to be doing so. 

For this to hold water it is of the utmost importance that this is done prior to taking on the position of Minister. 

Let us not forget that the trust as an instrument was born during the crusades for  crusaders who gave their property on &quot;trust&quot; to their friends in case they did not return from the wars.

In the case of the Minister however, and here is the fundamental difference, they would appoint someone who is beyond scrutiny to provide the function of trustee and not a company who would do their bidding such as Mossack Fonesca. 

So Konrad&#039;s arguments make no sense for the following reasons.

1. The quantum in question does not merit such a convoluted scheme (especially Panama and especially considering the Maltese Legislation providing all the vehicles he needs).

2. The formation of a trust should be made public knowledge since its publicity is what is important as opposed to the secrecy; and most importantly.

3. The trustee should be someone who would be above politics and should be publicly trusted to ensure that all business within the trust be above board.

In my modest opinion whilst Muscat may legally be avoiding the firing of Mizzi he is morally wrong in evading it.]]></description>

They perplex European leads by pursuing Chinese interests and threatening, repeatedly, to use the veto over immigration. They also infuriate the Americans by meddling in Libya and allowing oil smuggling and arms dealing to continue unabated off Malta.
