Very enlightening. Surprisingly OECD Countries and the USA are more likely to sell shell companies without following the rules (proof of identity, proof of residence) than do tax haven countries, particularly to corruption-risky individuals.

The bottom line is the lack of political will to enforce the rules, which as explained is simple and not costly. Evidently there is a political interest not to enforce.
