Cini is a financial advisor, Sciberras is a lawyer and former judge, and Scalpello specialises in urban planning, which has nothing to do with expertise in concrete. He has never worked in private practice and has always been in employment with the Planning Authority. So how could this inquiry assess concrete quality?
