In reply to Daphne Caruana Galizia. The separation of powers is a constitutional doctrine, as I'm sure you know. The press and journalists albeit powerful are not part of that doctrine. And ministers are not precluded from going public and are known so to do, which is grist to the press mill. Bartolo's stance needs some deeper reading into which transcends that power, which is why it is Byzantine.

He is like the classroom nerd who would lend his homework to the lazy pupils so that they can copy it just to feel (sometimes) accepted by them. I know he lacks personality, but still, I’d like someone to interview him about this issue for the sake of entertainment.

It is about the separation of powers. Ministers of the government are not journalists and are not supposed to do the job of journalists.

If cabinet ministers wish to raise their concerns about the chairman of a state authority, the only proper place to do it is in cabinet.

From what Bartolo is stating about Bannister I think it’s not only relevant but good that the general public get to know what might otherwise have been kept behind the closed doors of a cabinet meeting. I also see this as an attack on the Prime Minister.
