This is a member of government – a minister, to boot – and his duty is to ACT on something he thinks is not right, not to talk and complain about it.

By ACT I mean bringing up the matter in cabinet for a decision — a collegiate decision with which all cabinet members abide.

Bringing it up in parliament or on Facebook means one of two things: either he did not act on it (i.e. did not bring it up in a cabinet meeting), in which case he’d be failing in his duty; or he is disassociating himself from cabinet’s collegiate decision (hence bringing it up in parliament again), in which case cabinet is no longer the place for him.
