It is not the Panama Papers as such that are distracting government from its business but the private interests of its ministers and close collaborators, to the extent that they have been given the hospitality of the Prime Minister’s office, the Auberge the Castille. What the Panama Papers (and yourself) have done is to reveal to the public what has been going on.
