Ever since Manuel Mallia started meddling with the army and the police force in 2013, Simon Busuttil has been keen to show trust in Malta’s institutions even though he has made it clear that the Opposition does not trust the government.

He thinks that as long as some institutions are still functioning, he will manage to prevent panic.

But now it is time to panic and face reality. Supposedly independent institutions have been completely taken over and undermined by the government to an extent that they cannot do their job properly: the army, the police force, the judiciary, everything.

There are no checks and balances and we do not trust these institutions any longer. Malta is fast becoming an undemocratic country with no rule of law.

His functions are enshrined in the Constitution and he appears to be failing miserably.

Should he have taken up the Gaffarena case in the name of Joseph Muscat as a member of parliament, or should he have sought to institute criminal proceedings due to circumstantial evidence indicating corruption and trading in influence?

Can he remain silent in the face of all the evidence coming out of the Panama Papers or will he institute criminal proceedings?
