I am not surprised. Speeches are tailored according to the audience. Some audiences listen to only one radio and TV channel, so they might not have caught on that it is now fashionable to say that Malta leaving the EU now would be suicide and many other right about-turns.

Both Switzerland and Norway provide for full work rights and freedom of movement. Wherever articles say ‘no need for work permits or resident permits’ or words to that effect, that is merely clarifying that for up to three months you do not have to pay taxes in the host country.

Over three months you must be a resident and pay tax there. That is exactly the same for us all in the EU. I do not see how the UK could ever be treated differently.

Globally, not just the EU. This is a global issue, not a national or regional one.
