The EU is not making up the rules. Under Article 50, negotiations should start when the member state gives formal notice of its intention to withdraw. 

Article 50 may not specifically prohibit the EU from negotiating before notice is given but the EU is well within its rights to refuse to do so.

In any case, some British constitutional lawyers have stated that the UK government needs approval by Parliament to leave the EU. If this is the case, it would be correct for the EU to wait for the approval of the UK parliament.]]></description>
