I thought you’d swim in and bite. Let’s spell it out, shall we? There is no EU citizenship that is independent of any member state.

It is not possible to be an EU citizen without being a citizen of a member state. EU citizenship is contingent on citizenship of a member state.

The acquisition of citizenship of a member state, by fair means or foul, is a precondition of EU citizenship. EU citizenship is conferred at national level. It follows that it can only be blocked at that level.

In reply to Neil Dent. There were no street protests, no viral campagins on social media, no outrage of the sort seen when, say, an animal is found dead or badly treated by its owner. No one had an official say in the decision, but several people jumped on the bandwagon when offered the chance of being bought off.

In reply to anthony. The point is that if he has a British passport, he's British at law (even if he is also something else) and so can't buy a Maltese one. If Britain pulls out, there could be a good few British citizens buying Maltese passports.

In reply to Daphne Caruana Galizia. This guy was not British and hailed from a non-EU country. He certainly had a British passport because he showed it to me. Whether he did eventually get his Maltese passport, I do not know.
