In reply to Shady has it. The Prime Minister does not represent the state. He represents the government. The head of state (in our case, the president) represents the state. The government and the state are not the same thing. In France and the United States, the head of government and the head of state are one and the same, but not in Malta and most of the rest of the democratic world.

He is urging everyone to forget the past AND to respect what the Prime Minister says because “he is the state”.

Stagno Navarra seems to forget that respect must be earned and that whenever one chooses to close one’s eyes to the past, mistakes will be repeated.

But then both Muscat and Stagno Navarra have a lot to gain if we are amnesic and impressed by mere words.

Is Stagno Navarra ‘related’ to Chris Fearne seeing that his sister is married to a Cachia Fearne?
