In reply to Robert. Technically, yes - if the individuals complain to the Data Protection Commissioner and he instructs the newspaper to take the picture down, the newspaper has to comply.

You are completely wrong: it is against the law in Malta to publish photographs of private persons. The Data Protection Commissioner can act on complaints in that regard – he is empowered to do so.
