According to the European Drug Report 2015 the number of habitual opioid users in Malta is around 7 per 1,000 population. That makes it, say, 3,000 people. This is also a conservative estimate. At a cost of 30 euros per day (at the very least) for their habit the yearly cost is close to 30 million euros.

As for prostitution, I know very little about that except that it is rampant and that there are thousands of Asians and East Europeans, apart from others, employed in what must be a huge business certainly bigger than the drugs industry.
