The purpose is to provide an attention grabbing headline that shifts public opprobrium from government to the opposition. Government inquiry, indeed. Just like the one investigating Konrad Mizzi and Keith Schembri, right?

The report could be used as documentary evidence to prove that the allegations which he is finding so defamatory are actually quite true.
