He’s got Asperger Syndrome (this is a fact, not an insult). Men with Asperger Syndrome are completely oblivious to the nuances of normal social behaviour. This a tremendous advantage when the man is also corrupt. His ‘wiring renders him unable to grasp what people think of him. Of course, this also makes him the ideal tool for Keith Schembri and Konrad Mizzi, who have pushed him out front.
