You are describing a dysfunctional society based on political patronage. The system is kept dysfunctional by politicians who don’t wish to render themselves obsolete as political patrons.

All I have to say is pathetic mentality which I am sure will never change. Dr Gonzi’s PN was voted out with a vengeance mostly because he tried, in vain, to change this pathetic type of mentality. I am sure history will repeat itself again, and again, and again till the end of time. Certain group mentality never changes.

You should listen to the phone-ins on radio. Sometimes it seems that all political party supporters who call on radio work with the ciivil service or some government entity.
